Robert Lineback Classic Report
Approved use of Artificial Turf Surfaces for Classic Play in 2003 ( as long as it meets FIFA regulations)
Time slots for Sunday Classic Games will be handled on a club level
Bracketing committee will be getting back to work after summer
Neutral site fees should be set up at the beginning of fall season associations can send list of fields to be used for neutral sites to NCYSA, and they will send to all associations to be used for rescheduling.
Working on new name for Women’s “B” Cup to be named at AGM
Approved a motion for tie breaking procedures for promotion/relegation between two teams who are in different brackets
Procedure: will be decided by a match to played within two weeks of State Cup finish. At a neutral site decided by NCYSA. Expenses to be shared by both teams equally. Failure to play results in a forfeit and the team that forfeits must cover all expenses.
Approved motion to access a late fee of $100.00 to an association if their Field Registration form is nor postmarked by deadline.
Approved motion to clarify Rule 28 in Classic Handbook. Rule states that a teams position or slot is owned by the Association. Motion is if an Association does not field a team in that slot, the Association must give the slot back to NCYSA. The Association may not give slot to another association. NCYSA will award the slot to the next best team based on current promotion/relegation rules.
Next Classic Council meeting to be October 19, 2003 at 10:00 am
Grant Underhill Challenge Report
GYSA will be hosting Fall Challenge Cup Finals with the Women’s “B” Cup Finals, and Recreation State Cup Finals
Old Business
Bob Singer reported on progress of appointed committees not good. Have only had reports from Recruiting Committee.
Snickers 2003 South Regionals Bob complimented Staff Of NCYSA with job well done. Also GYSA and their volunteers ran a very good host site.
New Business
With much discussion a motion to go with small-sided matches for Classic, Challenge, and Recreation was passed. Motion as follows:

NCYSA to adopt the US Youth Soccer standards for small-sided games for all play beginning September 1, 2004.

Current 8-1-93 Challenge and Classic teams (As of fall of 2003) shall continue to play 8v8 and under current NCYSA standards until the end of the 2005-2006 soccer season.
Current 8-1-92 Challenge and Classic teams (As of fall of 2003) shall continue to play 11v11 and under current NCYSA standards.
The US Youth Soccer standards adopted hereby, shall be deemed guidelines and not mandates for U-8 and younger recreation teams.
The Executive Board Of NCYSA shall be authorized to grant waivers from the mandate for recreation programs for good cause shown.
A committee composed of Joe Pata, Vinnie Aragona (South Charlotte Soccer Association), Jerry Healy (Piney Green Soccer Club), Don Sterin (Cabbarus Soccer Association), Cindy Lineback (Piedmont Soccer Alliance), Dee Hanlin, Susan Christenbury (Wings Of Wilkes Soccer Club), and Carl Albert ( Kernersville Soccer Association). Shall recommend for considering by the Board Of Directors of NCYSA at the 2004 AGM meeting roster size ,field size, referee requirements, and similar matters.

Motion from Challenge Council With Second: Recommends Charlotte Metro Soccer League be given a waiver of September 1, 2003 for Associate Membership based on section 7B of NCYSA rules as long as Associate Membership be approved by NCYSA by 12/31/03.
