Meeting Minutes

Reading and approval of June 3, 2006 Challenge Council Meeting Minutes

Announcements:

 

The next Challenge Council Meeting is scheduled for December 2, 2006 at the NCYSA office in Greensboro, NC.  All proposals are to be submitted into NCYSA thirty days prior to the December meeting.  The deadline for proposals will be November 3, 2006.

 

The challenge liaison directory is now posted on the challenge page of the NCYSA website @ www.ncsoccer.org.

Any liaisons that do not want their name and e-mail posted, please contact Darae Hamilton challenge@ncsoccer.org for removal.

 

Bids to host the challenge state cup will be for a three year period.  This was approved by the NCYSA state cup committee.

 

Keith Price (VP-Challenge) made an announcement regarding the upcoming fall challenge state cup that at the present time no bids have been submitted to host the prelims on November 4th and 5th .  Any associations wishing to bid should have six full-size fields for the U-15 to U-18 girls and will need to contact Tim Nash. 

 

Old Business: 

What to do about uneven number of teams entered for challenge state cup?  (recurring debate)

 

Currently the procedure is by postmarked date and teams having to be drawn out to even the brackets.

Options suggested to improve this would be play in matches on neutral sites during the week and for the challenge

scheduling leagues to end their games at the same time.  Any challenge council member wishing to make a proposal for changes in this procedure can do so at the December meeting but will need to get the proposal into NCYSA

thirty days prior to the meeting.  If no proposals are sent in, then these procedures for challenge state cup will remain as is.

 

New Business:

 

Proposal regarding U-19 challenge players enrolled in high school of the current year playing on a U-18 challenge

team was submitted by Karin Sedivy (FVAA).

 

Gary Olive (KSA) was asked to speak to the challenge council members regarding the document that was prepared for classic U-19 players by Judy Ennis (Asst. Dir.-Registration/NCYSA), Kathy Robinson (Executive Director-NCYSA),  Gary Olive (KSA), Andre’ Burger (VP-Tournaments and State Cups/NCYSA) and Debbie Morton (Asst. Director of Classic-NCYSA).

 

Motion:  Karin Sedivy (FVAA)

Seconded: George Kennedy (JYL)

 

Proposal: “To allow U19 men and women who are enrolled in high school to play on U18 rosters during the NCYSA league play.  These players must be dropped from the roster if the team elects to play in Challenge Cup as a U18 team.  If these players remain on a roster then the team must compete as a U19 team for Challenge Cup.  This proposal would be presented to the NCYSA registration staff to provide the mechanics of the registration process.  This proposal would be effective for the 2006-2007 seasonal year.”

 

Vote:  Passed (unanimously)

 

For the fall of (2006) play, registration needs to be submitted as soon as possible.

 

U-18 Challenge Play Procedures

                                      (Proposal adopted on 8/12/06 at the Challenge Council Meeting)

 

U-18 Challenge Division Team makeup:

“A” Team: U-18 teams - all players are U-18 only age appropriate and are eligible to play U-18 Challenge League Play and State Cup series.

“B” Team: U-18 with U-19 supplemental roster – Are registered U-18 challenge teams with players who are either U-18 age appropriate OR are U-19’s who are enrolled in High School of the current school year and are eligible to play in U-18 Challenge League play only.

Eligibility for State Cup: 

“A” Team – Current U-18 roster is valid for Challenge State Cup eligibility in their age bracket.

“B” Team – Use of the U-18 Roster and the U-19 Supplemental Roster will be ineligible for play in the U-18 age bracket of Challenge State Cup unless the supplemental roster is not used.  The U-18 teams using the U-19 supplemental roster can register for state cup in the U-19 division if that division is available.                                                                                                                                     The intention of the Challenge Council was to follow the Classic Council in allowing U-19 players still enrolled in High School of the current school year to play within the NCYSA Challenge Scheduling Leagues.

 

In order to accomplish this, NCYSA has developed a list of procedures and explanations to address to the U-18  challenge teams.

  1. At the time of registration a team will register as a U-18 team. (This is required because of the current limitations of registration software.)
  2. NCYSA U-18 Challenge teams will contain any combination of teams “A” and “ listed above under U-18 Challenge Division Team makeup.
  3. Any “A” team will register as a U-18 team and they would not be allowed to use U-19 players.
  4. Any “B” team will register as a U-18 team and they would be allowed to use U-18 and U-19 players, but U-19 players for challenge league play only, not for state cup.
  5. U-19 players that are to play with a “B” team in challenge league play will be registered as U-19 challenge players and placed on a supplemental roster.
  6. Each supplemental roster will tie players to a specific team and those players will count against the maximum roster of 22.
  7. Players on a supplemental roster will have the team name designated to which they belong and listed as U-19 on their player pass.
  8. If a “B” team plans to apply to a tournament (your team is registered as a U-18 team in NC), the U-19 players may have to go as guest players and the team play in the tournament U-19 Division.  You should contact the tournament before applying to see whether they will accept the supplemental roster or require any other registration documentation.
  9. Coaches/Clubs are responsible for ensuring that players listed as U-19’s are enrolled in high school of the current school year.

10.   Players who are registered and play but are not eligible, per the previous point, will be treated as any other illegal player and violations will be referred to the D&A committee.

 

Proposed motion sent in from Cliff Mayer (YCVSC) was submitted as:

 “Move the boundary line between WNCCL and TCL from the Catawba County line to Interstate 40 and State Highway 16.

Amendment of proposal from Cliff Mayer (YCVSC) to allow the (YCVSC) association to play matches on their home fields for older teams playing in the TCL scheduling league rather than playing on the fields of the host association (ICRD) .

 

Cliff Mayer (YCVSC) spoke to the challenge council of his concerns for wanting to play their home games in Catawba County instead of (ICRD) the host associations for older teams playing in the (TCL) scheduling league.

 

Garry Norman (TCL) and Bob Somerville (WNCCL) the two scheduling league presidents involved, spoke to the council members of their thoughts and concerns in this matter and felt the policy for challenge scheduling leagues that was adopted and made effective on March 28, 2004  should not be changed.  

                                                                                          

 Several council members suggested this should be handled between the three parties involved (YCVSC), (ICRD-host) and (TCL) scheduling league.

Open Floor Discussion:

 

John Cirillo (TUSA) requested the help from NCYSA with games for older teams playing in (MSSL).   If (MSSL) cannot fill games for older teams then teams can play under the (CASL) scheduling league.  The concern from (TUSA) is that (MSSL) are not getting  in their intent to plays on time and that (CASL) has already set their schedules by the time the (MSSL) teams find out there are not enough teams to schedule for play.  Keith Price (VP-Challenge) stated that scheduling leagues set their own guidelines but a proposal can be made for the December challenge council meeting to get all the scheduling leagues to follow the same policies.

 

An email from Paul James (State Youth Referee Administrator) was read to the council members in regards to a rule that coaches need to stay in the technical area during games.  Keith Price (VP-Challenge) recommended to all scheduling leagues and council members to speak with their coaches of staying within the technical area while coaching a game, but at the present time there is no rule in challenge regarding this.
