Board of Directors Meeting

Date:  Saturday, June 24, 2006

Time: 10:00 a.m.

Location:  NCYSA-Greensboro, NC

 The agenda for the Board of Directors meeting will be posted on the website the week of June 5, 2006.

 

Membership renewals for associations and challenge scheduling leagues were due June 1, 2006.

 

 

Proposal regarding offside and one official submitted by Chris Little, Director of Coaching Education-NCYSA.

 The motion was presented by Keith Price as a recommendation from Chris Little.  NCYSA staff members cannot make proposals.

 

 Motion to adopt recommendation – Bill Furjanic (CFYSA)

Discussion: Keith Price (VP- Challenge) opened the discussion that NCYSA is the only state under USYS still using the offside rule with the three referee system during state cup for U-10.   Bill Furjanic (CFYSA) also addressed the council of the confusion during tournament play within the U-10 age group. Some of the confusion is based on the fact that each of the challenge scheduling leagues has a different set of off-side rules.  Therefore, referees are not consistent with calls outside their geographical area.  The challenge scheduling league members were polled about their rules for offside and the leagues were split in half; some of the scheduling leagues use offside and others do not.  Vinny Mangelli (CASL) stated that the CASL scheduling league uses offside and the three man system which works effectively in their association; other members, such as Bill Furjanic (CFYSA) and Byran Mogford (CUFC), feel that the developmental stage in the U-10 age group is more important than teaching the tactical part of the game at this point.   Bill Furjanic also stated that NCYSA is highly recognized within the USYS but feels that we are moving backward instead of forward if we don’t follow the other states with no offside rule and one referee.

 

Proposal: “At U-10 in Challenge State Cup, NC Youth Soccer Association adopts the policy of no offside and only one official to be in line with national US Youth soccer recommendations.”

Proposal regarding teams playing in NCYSA sanctioned challenge leagues must be registered with NCYSA.

 

Discussion:  The motion was presented by Keith Price (VP-Challenge NCYSA).  Some scheduling leagues are allowing recreation teams to play in challenge scheduling league games as challenge teams.

 

Proposal:  “For a team to participate in a NCYSA sanctioned Challenge Scheduling League, said team must be registered with NCYSA as a challenge team.”

 

Motion:  Keith Price (VP Challenge-NCYSA)

Seconded:  Steve Crane (GUSC)

Vote:  Passed (unanimously)

 

 

 

Proposal to NCYSA tournament committee for a three year bid to host state cup preliminaries. 

The motion was sent in by Jerry Healy (PGSC) and presented to the council by Keith Price. NCYSA has trouble securing bids for host sites.  Locking in age groups would help the host sites with fields and state cup preparation.  NCYSA cannot predict number of teams entering state cup.  If requirements are not met, host bid could be pulled.  Guidelines would be put in place to the host, if recommendation is agreed on by the NCYSA tournament committee.

Old Business: None

 

 

New proposals need to be sent in 30 days prior to challenge council meeting on Aug. 12, 2006 to be voted on.

 

New Business:

 

 The current policy for players who are multi-rostered on a challenge and classic team are only eligible for the highest level (classic) as their state cup team.  The roster freeze date is (30 days) prior to state cup.  Classic teams playing in the fall that transfers to challenge in the spring, must be registered as a “new” challenge team for spring play.

                                                                                                                                                                                      Keith Price revisited the issue of uneven number of challenge teams in state cup and he would like the council to consider the possibility of having play-in games.  Currently, uneven teams are being drawn out based on the date application was received.  Higher seeded teams can possibly be drawn out with the current policy.  Keith Price suggested to the challenge council that during the August meeting this issue needs to be further discussed.

 

William Mallet (DESC) is looking to find friendly matches for the U/13 and U/14 age groups.

 

(CAYSL) will support U/14 challenge teams in their scheduling league this fall. 

               

(YCVSA) will have a U/15 girl’s team playing in (TCL) this fall.  Scheduling leagues that cannot schedule games for older teams, will work with each other to help teams play in scheduling leagues outside of their geographical boundaries

 

 

Announcements

 

Recognition of all spring state cup winners.

Total challenge teams entered into the spring state cup = 186

All challenge scheduling leagues by-laws are being reviewed.

 

Reminder:  The next challenge council meetings will be on Saturday, August 12, 2006 (Location: TBA) and on Saturday, December 2, 2006.  Any business that needs to be added to the agenda needs to be sent into NCYSA by July 14, 2006.
