Given the success of the NCYSA Festival, where teams are placed in groups to allow all games to be as competitive as possible, it is moved that all incoming U-11 Classic teams be allowed to assign themselves into an ‘Open’ division or a ‘Second’ Division, separated geographically.
Teams will be allowed to self-select in both the fall and spring season for their U-11 year. A minimum of 6 teams must self-select to the Second Division in each geographic region in order for the Second Division to be formed. Following the fall season, teams in the Open Division will be allowed to move themselves into a Second Division. Teams selecting into the Second Division for the fall will not be allowed to move up to the Open Division in the spring.
Only teams in the Open Division will be eligible to win placement in the U12 Fall First Division. Only games played in the spring season of the Open Division will count towards determining divisional assignment for the fall of the U12 year.
In the Spring, if there are more than 26 total teams in the first divisions, then NCYSA will divide the teams into 3 rather than 2 geographic First Divisions. Placement in to the First Division in fall of the U12 year will be based upon forming 2 12-team First Divisions.
