Old Business

 

·        Procedures for U18 Classic Divisions with U19 Supplemental Rosters: 

 

As per the proposal passed by the Classic Council on June 3, 2006, the Classic Council for U18 Classic Divisional Teams adopted the following procedures.  At the Classic Council’s request, this document was prepared by Gary Olive (KSA), Judy Ennis (NCYSA staff), Kathy Robinson (NCYSA staff), Andre’ Burger (NCYSA VP of Tournaments and State Cups), and Debbie Morton (NCYSA staff).  Please see next page.

 

 

 

 

 

 

 

 

 

 

 

 

 

U-18 Classic Division Procedures

 

U-18 Division Team makeup:

“A” Team: U18  - all players are U18 only age appropriate and are eligible to play U18 Classic League Play and State Cup series

“B” Team: U18 with U19 supplemental roster – all players are either U18 age appropriate OR are U19’s who are still enrolled in High School and are eligible to play U 18 Classic League Play only.  These “B” player teams will be registered as U18 teams for Classic League Play only.

 

Eligibility for State Cup: 

“A” Team – Current U18 roster is valid for State Cup eligibility.

“B” Team – Use the U18 Roster and the U19 Supplemental Roster will be ineligible for State Cup Series Play.

 

*** U19 State Cup Series – If a “B” Team wishes to participate in the U19 State Cup Series, this team would have to be re-carded and re-rostered including the U19 Supplemental roster by the roster freeze deadline.

 

The intention of the Classic Council was to allow U-19 players still enrolled in High School for the current school calendar year to play within the NCYSA Classic League.

In order to accomplish this we have developed a list of procedures and explanations to address the U18 teams.

  1. At the time of registration a team will register as a U-18 team. (This is required because of the current limitations of registration software.)
  2. NCYSA U-18 Classic League will contain any combination of teams “A” and “B” listed above under U-18 Division Team makeup.
  3. Any “A” team will register as a U-18 team and they would not be allowed to use U-19 players
  4. Any “B” team will register as a U-18 team and they would be allowed to use U-18 and U-19 players, but U-19 players for league play only, not for state cup.
  5. U-19 players that are to play with a “B” team in league play will be registered as U19 Classic players and placed on a supplemental roster.
  6. Each supplemental roster/player will tie to a specific team and those players will count against the maximum of 22 players.
  7. Players on a supplemental roster will have the team name designated to which they belong on their player pass.
  8. All matches between teams within the U-18 Division will be official matches, and be

       “counting” if within the same bracket (e.g. East, West, etc.).  Matches involving an “A” team

                 will count towards state cup seeding. Matches involving a “B” team will also count towards state cup

                series seeding.  See Point #4 above.

  1. All “B” teams playing in this division will cease to exist after the season is complete.  No team can play

       as an “A” team and then return as a “B” team the following year expecting to keep any bracket slot.

       Likewise, no “B” team U18 players can return as a “B” team the following year expecting to keep

       any bracket slot.  Any team falling in the above scenarios will be treated as a new team next year.

  1. If a “B” team plans to apply to a tournament (you are registered as a U18 team in NC), the U19 players may have to go as guest players and the team play in the tournament U19 Division.  You should contact the tournament before applying to see whether they will accept the supplemental roster or require any other registration documentation.
  2. Coaches/Clubs are responsible for ensuring that players listed as U-19’s are enrolled in high school.

12.   Players who are registered and play but are not eligible, per the previous point, will be treated as any other illegal player and violations will be referred to the D&A committee.

 

 

To include any U19 students attending a high school on the “block schedule system”, the addition in red to the above document was added for those students who may graduate High School in December of their school calendar year.  This would enable these students to play in the Spring Classic soccer season and technically still be considered a High School student.  Caleb Miles noted this oversight.  The addition was added and approved by the Classic Council.

 

  • Proposal:   Thomas Bagger (Matthews Soccer Club –now USA)

 

To increase the number of teams in U15 to U18 Boys Division I (FIRST East and FIRST West)  to 10 teams per bracket. To take effect with the spring 2007 season.

Explanation:  Currently there is a disparity within some of the age groups (for U15 and above boys). By increasing the brackets to 10 teams in Division I,  the more competitive teams will now all be in the same division. This will also allow for the rebuilding /newer teams to have a more competitive/enjoyable season.

In accordance with this “passed” proposal, NCYSA Classic will restructure the U18-U15 older men’s First division (EAST and WEST) proposed brackets for Spring 2007 and repost them on the Classic main page.  The Promotion/Relegation guidelines document will also be updated to reflect these changes.  NCYSA Classic has completed all these updates will occur after the preparation for the Fall 2006 season.

 

 

 

 

New Business and OPEN Discussion

 

Donna Gibson (LNSC) requested for the Classic Council to review the older girls First Statewide division brackets of ten (10) teams.   If the second divisions had enough teams to support a change, would there be a possibility of restructuring the First divisions from Statewide – (10 teams) to First East and First West – (8 teams in each bracket).  Caleb Miles suggested that the Promotion/Relegation committee look at this issue.  Debbie Morton raised concerns about the consistency of promotion from one age bracket to the next, parity of increasing the First divisions to 16 would need to be examined, and possible loss of teams when Intent to Plays come due.   An example was given with the 89 G divisional brackets for the Fall 2007 year.  In this division, 13 teams did not return.  Second division ended up with 5 teams each East and West, only 9 teams in the First Statewide division and Premier had 11 teams, 4 of which were placed in the RIIIPL league and would not be participating in Classic League play.   A suggestion was also made that if the Council considers this change from a Statewide First division for the older girls, that an alternative solution be in place should the loss of teams occurs in any one age group for the P/R committee to make any adjustments needed.  Conclusions were that further discussions were needed on this issue.

 

 

Announcements

 

·        Spring 2007 schedules:  Debbie Morton thanked all the associations for their hard work and co-operation during the scheduling process for the Fall 2006 season.  Teams will proof their schedules until Tuesday, August 15.  Once all corrections have been made, the Final Individual Team, Association and Field schedules will be posted on the Classic main page.  Fall Directories and match reports will be mailed out the following week.

 

 

 

·        Spring 2007 NCYSA play dates: The proposed spring 2007 NCYSA play dates were presented.  After discussion, the Classic Council accepted these dates as the 10 NCYSA official play dates for Spring 2007.  They are as follows:

April 14 -  (last play date for State Cup Seeding)

The last non-NCYSA play date for all matches to be played for Promotion/Relegation for Spring 2007 season will be May 6th.  All match reports will be due in the NCYSA office by Mon. May 7th @ 9am!

 

·        PLEASE NOTE these DATE CHANGES!

 

Due to the short amount of time between the end of Fall 2006 and the beginning of the Spring 2007 season, the holiday seasons, and the amount of time needed to complete all aspects of the scheduling process, the Classic Council suggested and approved the following two changes in the calendar. 

o       Intents to Play for Spring 2007 are now due postmarked to NCYSA – November 27, 2006  (NOT December 4, 2006).  Please alert your associations and offices.

o       Scheduling meetings for the spring 2007 season will take place as follows:

§        December 16 and 17, 2006 at the NCYSA office – U18-U13’s

§        January 6, 2007 at the NC Soccer Show (Greensboro Coliseum) – U12/U11’s 

 

Please go ahead and put these important dates on your calendars NOW and spread the word to all in your associations!!

 

Added discussion:  The need for those teams who play both a fall and spring season to submit a Spring ITP was questioned.  NCYSA Classic will research this issue and report back to the council.

 

o       NO PASS/NO PLAY

The Council is in agreement that classic teams will NOT be allowed to begin a league match if they do not have their player passes with them at the time of the scheduled start of play.  There should be no changes or amendments to the existing rule.   The current “wait time” is 15 minutes for delay of match.  If a team cannot produce player passes within this time frame of 15 minutes, then the match will result in a forfeit and the appropriate forfeit fines and referee fees will apply.

 

The Council wants each association to educate their coaches, managers and players of this rule. No exceptions will be allowed. The referee SRA will be notified.

 

 

o       The Classic Handbook and the Promotion/Relegation document will be updated for the Fall 2007 season.  Be sure your associations download the most current copy for fall.

 

 

o       Keith Price (VP of Challenge) made an announcement of interested associations to submit a bid for this year’s Challenge Cup – November 3&4 - if interested.  Donna Gibson (LNSC) reported on their submittal the latter part of last week.

 

 

The next Classic Council meeting has been set for December 2, 2006 to immediately follow the Challenge Council meeting.  Location: NCYSA State Office.  The deadline for proposals or additions for the agenda will be November 3, 2006.
