Reading and approval of April 2, 2006 minutes as originally submitted.

  • The correction to the minutes of April 2, 2006 - Under DISCUSSION:  Point #8:  The U14 men and women RIIIPL division selection criteria would remain as the current published selection criteria – was not changed until the VP of Tournaments, Andre` Burger, is contacted for clarification.  It was pointed out that the above section and the first Proposal passed at the April 2, 2006 meeting were inconsistent, if the change was not made in both sections.  NCYSA will contact Andre` Burger for guidance in this matter.

Old Business

 

·        PROPOSED MOTION:  U19 Rule    by Gary Olive (KSA)

To allow U-19 players who are enrolled in High School to play on U-18 rosters during NCYSA league play.  These players must be dropped from the roster if the team elects to play in state cup as a U-18 team.  If these players remain on a roster then the team must compete as a U-19 team for state cup.

 

Discussion:

o       Concern with the impact of seeding for State Cup having U19 players playing on U18 teams during regular league play, then dropping off the team for U18 State Cup.  Would this be an unfair advantage?

o       U18’s can roster 22 players.  U19’s would have to be dropped from the roster prior to the Roster Freeze date for State Cup – 30 days out.

o       Another option would be to allow the team to keep the U19 status and play in the U19 State Cup.

o       Caleb Miles wanted to know the role of these players in high school.  Should this also include U19 college players who do not play collegiate soccer?

o       Concerns were brought forth on how this would affect U18 teams who play in tournaments with rostered U19 players.

o       A suggestion was made that the U19 players could register as recreation players so they could guest play in tournaments.

o       A concern was made with regards to teams who played RIIIP League and, if any, affect on them.

o       The “mechanics” of how to accomplish placement of U19 players was unclear.  Concerns included:  the amount of players at this age level for U19; formulation of a U19 league rather than U18; would there be a limit as to the number of U19 players that could be rostered to a team; and could NCYSA issue a Player Pass Card for the purpose of rostering U19 players to a team? The consensus was if the proposal passed, to send the proposal to the NCYSA Registration staff for their input on how best to work out the mechanics of having U19 players placed on U18 teams.  This proposal would be effective for the 2006-2007 season and would apply to both women’s and men’s teams.

 

The Classic Council as a result of the above discussion passed the following proposal:

 

Proposal:   U19 Player Rule

Garry Olive will meet with the State NCYSA registration staff to discuss the best manner in which to roster the U19 players to classic league U18 teams.

·        PROPOSED MOTION:  U11 Promotion/Relegation Proposal by Bill Furjanic (CFYSA)

 

At the U11 Classic Level Boys and Girls there will not be promotion or relegation for the entire seasonal year.

 

·        PROPOSED MOTION:  U12 Promotion/Relegation Proposal by Bill Furjanic (CFYSA)

 

At the U12 Classic Level Boys and Girls there will not be promotion or relegation for the fall season.  At the conclusion of the fall season teams will be placed in divisions.  At the conclusion of the spring season there would be promotion and relegation.

 

DISCUSSION:

o       The council has different points of view with regards to Promotion/Relegation for the U11 and U12 age brackets:  developmental vs. competitive.  Even though NC is adopting a developmental philosophy for small-sided teams, they still wish to be on the same competitive level of play for matches.  The issue stems from the different philosophies of individual associations at the local level.  Some want the emphasis to be placed only on technique rather than tactical development.  Others feel that divisions need to be created (First and Second) so that teams can compete with teams at similar developmental stages.  In doing so, teams would be “grouped” according to their competitive ability based on their “wins and losses”.

o       At this time, a consensus could not be reached and these motions were tabled until a later date. 

 

 

New Business

 

  • Thomas Bagger (USA) presented a recommendation to increase the older men’s (U15-U18) first division brackets from eight (8) teams to ten (10) teams for the spring of 2007 season.  According to Mr. Bagger the parity is present to support the extra teams to be promoted from Second division and this would also increase the number of counting matches for these brackets in First division.

 

DISCUSSION

    • It was suggested that the Promotion/Relegation would need to review this information.
    • Caleb Miles pointed out that this was a discussion and a proposal would need to be presented at the next council meeting in August.  Any proposals would need to be submitted by July 14th to be posted on the website 30 days prior to the August 12th meeting.

 

  • Thomas Finlay (NMYSA) spoke on behalf of Chad Metzler (NMYSA) concerning the expansion of the U15 older women’s division from one ten (10) First division statewide bracket to two eight (8) team First Division East and West.  Mr. Finlay supported this concern, that due to the number of teams and the parity in this age bracket, this move was feasible.  Members of the Promotion/Relegation committee that were present explained that before making divisional bracket changes the need to look at the flow of the year before and the year after must be taken into consideration.  If not, the “band-aide” scenario will happen and a temporary fix for one year will occur.  Then, for the next season, another problem will need to be looked at and so on.  It was determined that no changes would be made in the older girls’ brackets for Fall 2006 and they would stand as posted.  The Promotion/Relegation committee gave an overview on how the process of P/R is completed using the guidelines voted on by the Council.  It is a very tedious job that the committee takes seriously, studies in preparation, and then meets to finalize.

 

 

OPEN Discussion and Announcements

 

A question was raised concerning RIIIP League play - “Why is it so late in the season – as to notification - to know how many NC teams will be participating?”  Steve Allison (GYSA) explained the procedures for RIIIPL selection.  Not all RIIIPL teams finish their seasons at the same time; therefore, their State Cups are held through July.  We should receive notification mid-July as to this information.

 

Caleb Miles wants the Council to examine the tryout window for older boys playing Spring ONLY, possibly extending this date to November to accommodate associations that do not wish to complete older boys tryouts by June 30th.  A proposal would need to be written and submitted to the Board of Directors from Classic.

 

 

NCYSA reminded council that Association renewals are now due (deadline date was June 1st).  Intent to play packets are due postmarked June 12th and Association field forms are due postmarked June 30th.  All fall information is on the Classic main page. Please review.  Scheduling information and templates will be posted as soon as the contact information charts are mailed to the TEAM OFFICIALS of Record.  (This responsible person will receive all mailings.)  Please continually check the Classic website for updated information for FALL.

 

Debbie Morton provided Classic spring season “facts and figures” to the Council.  Spring State Cup winners were listed in the agenda handout.  CONGRATULATIONS TO THOSE TEAMS!          

 

Board of Directors Meeting
