March 14, 2004

Quorum was determined. Rich Winslow, Interim V.P. of Classic, facilitated the meeting.
Minutes for October 19, 2003 were approved.
Old Business
Rebracketing Proposal: A motion was made by Donna Gibson of IRSL to increase the women’s Premier teams from 6-8 and the First Division teams to a state-wide 10 team bracket. This motion only affects ages that are eligible to have Premier teams. The motion was modified to the following, effective Fall 2004:
1987 & 1986: Premier teams stay at 6 but the First Division teams shall increase to a 10 team statewide bracket.
1988 and below: The number of Premier teams shall be 8. The number of First Division teams shall be 10 in a statewide bracket.
Second Division teams in the above ages shall be divided into east and west as equally as possible.
Promotion will occur to fill these slots before relegation.
The motion passed.
Assignor fees for neutral sites. Neutral sites will be available for teams if they so choose to play on them effective Fall 2004, for a $40.00 fee for each team. NCYSA will still have the right to assign neutral matches to those teams requiring them due to extreme distance.
New Business
Motion made by Bill Furjanic, NCYSA, representing the NC DOC’s regarding Premier Scheduling meetings. Teams will be given a scheduling template listing the home/away matches but no dates. This will be the information teams use to plan their schedules. The scheduling meeting will be staggered in 30-minute increments per age group. Prior to the meeting teams will talk to each other in order to get some of their decisions made before they come to the meeting. Motion passed.
Motion made by Chris Brewer, TCYSA, to allow all First Division teams to hold a First Division scheduling meeting where they are able to set their own schedules under the same guidelines as the Premier Scheduling meeting. Motion was modified and passed to only include the teams that have First Division statewide brackets. At this time that only includes the women U14-U18. They will attend the meeting the same date as the Premier teams and in groups schedule their team for the season.
Motion made by NCYSA and passed: The V.P. of Classic has the right to rebracket age groups during mid-season if he/she feels it is necessary due to the number of teams participating.
Motion made by Bill Furjanic, NCYSA, representing the DOC’s of NC for the “NCYSA for Groups Playing 8v8” Tournament. This motion’s purpose is to have 8v8 playing teams fall in line with small-sided games. Teams will follow small-sided guidelines with teams being seeded into this tournament based on their regular season standings. Teams will then be bracketed accordingly and will participate in three games with two games on Saturday and one game on Sunday. This tournament would be held on the last weekend in April with optional June games being scheduled after this event if teams choose. This would replace the Classic State Cup for U11’s & U12’s. This motion passed with the exception of the name of the tournament and with the understanding that it must pass the executive board meeting in June 2004 in order to implement it for the 2004-2005 seasonal year.
Classic Council confirmed that once the scheduling process begins the VP of Classic has the authority to decide when brackets are frozen. This means that if a team folds at a late date that spot doesn’t necessarily have to be filled if the VP of Classic decides that the brackets are already frozen.
Fall 2004 Classic Play dates and State Cup dates. (see attached) There are only 9 play dates available with the traditional calendar of starting the NCYSA season after Labor Day, so teams that have 10 mandatory play dates will have one free reschedule. While the official 1st day of the Fall 2004 season is 9/11, teams will be allowed to begin matches in August if they desire. A strong interest was seen in beginning the official playing season beginning in August 2005, rather than waiting until September 2005. Only those teams that have Fall State Cup will have to complete their matches by Sunday October 24, 2004. A final match completion date for the Fall season will be determined before the season begins.
Motion was presented by NCYSA to allow teams that win State Cup to have an automatic spot in the highest level bracket that their age group allows for the next playing year. Motion failed.
Goal sizes for 8v8: minimum of 6 x 18 with a maximum of 7 x 21.
August 1, 2004 is the set date for the State-wide Premier and First Division team scheduling meeting. This will be for Fall 2004 play for the Women U14-U18. Teams must have a representative here in order to schedule. If there is no representative teams will be given a schedule that is binding. Teams will be given a template of home/away, which they can modify. Teams must hand in their completed schedule with all dates filled out. Teams cannot leave a schedule that has “midweek” as a date. It must be a definite date. All teams eligible for this meeting will only be allowed one reschedule during the season after this meeting. Information will be sent to teams prior to the meeting. The age group meeting times will be staggered.
The Fall 2004 Intents to Play and Field Registration forms will be mailed out on June 1st with a postmark due date of June 21st.
The date of the summer board meeting is unknown at this time.
