ü Rescheduling
o Caleb Miles emphasized the importance of teams accurately and completely filling out reschedule forms.
o NCYSA is going to remain very strict regarding the 3-week prior notice rule for all reschedules, per the Classic Councils decision. There are many parties involved in the scheduling process, and to reschedule a match requires undoing this process. The only exceptions, are during the first week of play, when one week is sufficient for notice. When emergency situations arise, the VP of Classic will make decisions on a case by case basis.
ü Classic Handbook
o Kim Zimbal is working on re-arranging the items in the Classic Handbook, as well as clarifying issues that have come up throughout the Fall season. No rules are being changed, only clarified and reorganized for easier navigation. The updated handbook will be posted on the website in the next few week as soon as it is completed.
o More clarification is needed on the rain-out and rescheduling procedures; there should be a section devoted strictly to “Modified Guidelines”; clarification is needed regarding Region III Premier League Promotion/Relegation and State Cup Seeding
o A page will be inserted into the Classic Handbook with the names and contact information for each Associations Classic Liaison, with the intent of funneling more questions through them and avoiding direct calls to the NCYSA office.
ü Forms
o Rescheduling, Rain makeup’s, Intent to Play etc. are being updated to provide clear instructions and guidelines. All updated forms will be available online.
ü State Cup
o General consensus was that there would be swelling (more teams will be entering) in Directors Cup (Spring) play, due to the fact that many teams are knocked out early in USYS Cup.
ü Spring Playdates were announced and are posted on the NCYSA website under Classic Spring 2005
Proposals made by the Associations Directors of Coaching and Player Development:
Proposal: For all Classic play there will be three referees assigned to all matches, consisting of one center and two assistant referees. The NCYSA Executive Board should immediately reconsider the previous legislation.

This proposal will be brought to the Executive Board Meeting, to be held on November 4, 2004.
Proposal: For U-11 and U-12 Classic matches, the home association field dimensions (width min. 45 yards to 55 yards by length min. 70 yards to 80 yards) and goals (6x18 to 7x21) must meet the recommended small-sided games sizes or that association will not be permitted to host home matches until they meet the recommended requirements. If a field(s) is rendered not playable, because of not meeting the guidelines stated above, before that field(s) can be utilized, the NCYSA Small-Sided Games Committee will be responsible for making sure that the field(s) are within compliance.

This proposal will be brought to the Executive Board Meeting, to be held on November 4, 2004.
Proposal: To fall in line with small-sided games that was adopted. Teams will follow small-sided guidelines with teams being seeded into the “NCYSA Classic Challenge” based on their regular season standings. Teams will then be bracketed accordingly and participate in a three games, with two games on Saturday and one game on Sunday. This “NCYSA Classic Challenge” would be held on the last weekend in April with additional league games being scheduled after this event. This would replace U11 (and U12 in 2006) Classic Cup participation 2005 State Cup.
Addendum to the above proposal: That the name should be the “Classic Showcase” and that the event would be held on the third weekend in April.

This proposal will be brought to the Board of Directors at the AGM to be held on February 13, 2005.
Discussion:
ü Graduated penalties (each week) for associations getting their field forms in late would create harsher penalties for associations who are consistently late and seemingly unaffected by the current flat $100 late fee. (will need to go to the AGM)
ü 2005 Spring Intent To Play forms will be mailed out by November 8, with a postmark deadline of December 6, 2004.

ü Primary reason for scheduling delays were attributed to late field form submissions, teams disbanding, and teams requesting a change in zero weekends after scheduling process had begun. These issues were brought to the attention of the Council to avoid this reoccurrence for Spring scheduling.
ü For U11 2005 Spring Play, it was reaffirmed by the Council that matches will be scheduled between teams that did not play each other in the Fall. Travel is expected with Classic play, however NCYSA will attempt to schedules games as geographically close as possible.
ü Promotion and Relegation will be determined by the guidelines set in the Classic Handbook (available online).
New Business:
Discussion: The U11 substitution policy recommended by USYS states “unlimited and at any stoppage.” A team could run out time indefinitely with this rule, which may lead to abuse of the concept that a substitution at any stoppage creates the opportunity for players to get into the game at more instances. By adopting the current NCYSA rules for substitutions for small-sided games, referees would be able to call games consistently from game to game and the substitution policy could not be abused.
Proposal: Consistent substitution policy across all age groups.
