·        Region III Premier League Selection Criteria – Jeff Thomas, NC RIIIPL Administrator

Jeff Thomas, the NC Administrator for  RIIIPL, presented the following recommendations to the Classic Council for restructuring the selection criteria for Region III Premier League. 

DOC's recommended changes to the criteria for selection of NC teams to the R3PL:

For U-15 to U-18 girls and U-15 Boys
1) Highest NC team in previous years R3PL
2) State Cup Champion
3) 2nd highest place NC team in previous R3PL
4) State Cup Finalist
5) NC Premier League Regular season winner
6) State Cup semi-finalists (need to figure out some tie-break procedure)
We included the U-15 boys in the above criteria, because they will have just played a full spring R3PL season as U-14's - and not had a spring premier league season in NC (presumes they opt out of the NC league to be in the R3PL) - and they are entering their first HS season in the fall.

 

No change to the older Boys (U16 - U18) because they play a spring NC premier league season after a fall R3PL season.

Current selection criteria for U-16 to U-18 boys:
1) Premier Division Champion (NC League from spring)
2) State Cup Champion
3) Premier Division Runner-up (NC League from spring)
4) State Cup Finalist

5) State Cup Semi-finalist

 

For U-14's - boys and girls:

The DOC's wanted to place more emphasis on the more recent play of the teams, not go all the way back to the U-13 State Cup as the first criteria. Also, it's the first season of Premier League play, and generally, the best teams will be at the top of the league by then:

 

1)     First place NC U-14 Premier League (fall standings)
2) 2nd place NC U-14 Premier League (fall standings)
3) State Cup Champion from U-13 previous spring
4) 3rd place from NC U-14 Premier League (fall standings)
5) State Cup Finalist from U-13 previous spring
6) State Cup Semi-finalists from U-13 previous spring (then either playoff or take higher standing from NC league through the fall standings)

 

Discussion:  Gary Olive (KSA) asked the council to send this issue to the Board of Directors for a vote at the 2007 Annual General Meeting.  The Classic Council agreed and the proposal was written and   voted on directing the VP Classic to bring the approved proposal to the Annual General Meeting on January 7, 2007 from Classic Council.  The following proposal will be presented to the Board of Directors:

This modifies an existing NCYSA rule or by-law. Current RIIIPL Selection Criteria is: Current NCYSA selection criteria as passed by the Classic Council, starting with first selection, then second, then third, etc: 

U-15 to U-18 Girls (Classic Council 6/12/2004 & 6/5/2005)

U-15 to U-18 Boys (Classic Council 5/2/2002)

U-14 Boys & Girls (Classic Council 1/8/2005)

State Cup champion

Premier division champion

U-13 First division (East) champion

Highest ranked NC team from prior seasons RIIIPL

State Cup Champion

·        Neutral Fields

Mike Rottjakob submitted a proposal for “payment responsibility” in the use of neutral fields for Classic play.  The current guidelines and procedures of neutral fields were discussed as stated in the Classic Handbook on pages 6, 12, and 25.  NCYSA Classic will make clarification of these guidelines in the handbook as a “housekeeping” task.  Current guidelines state payments for use of neutral fields are up to $80 to be billed and collected by NCYSA with $70 going to the host association and $10 to NCSYA Classic.  It is also unclear as to when these fees are to be charged.  For NCYSA Classic official play dates, teams who fit the existing travel guidelines, as stated in the Classic Handbook, will not be charged for a neutral field.  For all non-NCYSA play dates, all teams will be required to pay a neutral fee field fee.

PROPOSAL:  Fees for “Neutral Site” classic games that are played on non -NCYSA play dates can be charged for and collected by the association hosting the game. Up to $80 may be charged by the host association to cover field use and referee assigning fees incurred by that association. The two teams agreeing to play at a neutral site on a non NCYSA play date will each be responsible for half of the fee.

Explanation:  NCYSA assigns games to neutral fields on NCYSA official play dates and there is no charge to the teams playing these games. This proposal does not change that policy. NCYSA “permits” games to be played on non-NCYSA play dates, including neutral site games. All logistical aspects of games played on non NCYSA play dates are the responsibility of the teams/associations involved, with the exception of neutral site games on non play dates, where NCYSA is asked to collect the field use fees for those games. This motion simply removes this burden from NCYSA. Host associations are best able to bill and track payment for use of their facilities and can set the terms for their use, within the guidelines set forth above, including not hosting neutral site matches on non play dates or not hosting games for associations that do not promptly pay for this convenience.

The following amended proposal was approved unanimously for the 2007-08 seasonal year.

Announcements

 

·        Dates for the 2007 Council meeting were set.  They will immediately follow the Challenge Council meetings set on the same days:

o       February 10, 2007

o       June 9, 2007

o       August 11, 2007

o       December 1, 2007

 

·        A reminder that the scheduling meetings will be held December 16th, 17th and January 6th.  The times and slots will be posted on the Classic main page.

·        The Southern Soccer Show and workshops will be held on Saturday, January 6th at the Greensboro Coliseum.  A mandatory presidents meeting will be held during the soccer show.  Council members were reminded of the Hall of Fame banquet dinner Saturday night at the Sheraton Four Seasons in the Victoria Room beginning at 7pm.  The AGM (Annual General Meeting) will be held on January 7, 2007 beginning at 10am at the Sheraton Four Seasons in the Blue Ashe Room with the awards’ luncheon to follow at 12:30 in the Victoria A room.
