Reading and approval of the December 2, 2006 Challenge Council Meeting Minutes

Spelling Correction made on pg. 2, ‘Announcements’>second sentence: “fraw”>changed to “draw”.

Motion to approve:  Lex Alvord (CSL)

Second:  Scott Miller (SYSA)

Vote:  passed unanimously

 

 

USYS National Coaches spoke to the Challenge Council Meeting on reasons for eliminating the offside rule for the U10 age level. 

 

 

Announcements:

Thanks to the associations that hosted the Challenge State Cup for 2006-2007 seasonal year.  Those associations were Jacksonville, Piney Greene, Burlington, and Greensboro.

 

Congratulations to the winners of the 2006-2007 NCYSA Challenge State Cup.  The Champions and Finalists are listed in the minutes for this meeting. (See attachment)

 

The Board of Directors meeting will be held Saturday, June 16 at the NCYSA State office.

All Association Renewals were due May 1, 2007.  There are many associations that still have not completed this process.  Please do this now. 

 

 

 

Two Proposals (*) submitted for consideration:

 

 

 

*Proposal from Steve Allison, Director of Soccer for GYSA:

 

Proposal:  Eliminate Challenge State cup for U10, U11, and U12.  Instead U10-U12 Challenge teams would play in a State Festival similar to the U11-U12 Classic teams.

 

Explanation: 

  • To remain consistent with the competitive levels of play - Classic offers a State Festival for U11 and U12 age brackets.
  • To take away the ‘pressure of winning”.
  • To create a Festival atmosphere of “like” competition and balanced teams.
  • To put emphasis on skills, technique, and decision making.
  • To develop players at their own rate.

 

Motion to adopt:  Mike Rottjakob (ABYSA)

              Second:  Steve McCoy (FVAA)

 

Discussion:  Council members had a lengthy discussion on this topic.  Members in favor of the proposal presented their opinions, as well as, members who opposed the proposal. A ‘roll call’ vote was done and is a part of these minutes. (See attachment)

 

Vote:   YES = 32

             NO = 15   (Possible votes = 48)

 

Proposal PASSED.

 

 

 

 

 

*Proposal from Lex Alvord with Chatham Soccer League:

 

Proposal:  Eliminate Offside for U10 Challenge.  Specifically eliminate offside at U10 Challenge statewide.  This would include Challenge League Play and Challenge State Cup Play.

 

 

Explanation:

·         Increase field space.

·         Encourage players to problem-solve.

·         Bring North Carolina in line with the rest of the national trends and USYS recommendations.

·         After studying offside issues for this age group, opinion has changed from previous thoughts.

·         Developmentally appropriate for age level.

 

Motion to adopt:  Mike Rottjakob (ABYSA)

              Second:  Steve Allison (GYSA)

             NO = 19 (Possible votes = 48)

Old Business:  None

 

New Discussion Items:

 

No Pass=No Play:  Housekeeping issue to update the Challenge Handbook to include the No Pass=No Play rule adopted by NCYSA and include the wording of “NCYSA Official” before “match roster” under Player Passes and Match Roster on page 6.

 

Referee Grade:  Housekeeping issue to update the Challenge Handbook to clarify under small-sided games to include the following:  “Only Referees who are Grade 8 or above are to be used for center and linesmen for all Challenge matches.

 

The Challenge Council unanimously consented without objection to include the two housekeeping issues in the Challenge Handbook.  The handbook will be updated to reflect these changes prior to the Fall 2007 season which is posted on the website.

 

 

DATES FOR CHALLENGE COUNCIL MEETINGS IN 2007:

Saturday, August 11th   and Saturday, December 1st.
