Approve March 28, 2004 Challenge Council Meeting Minutes.

Challenge State Cup:
Proposal: Change
current Challenge Cup overtime rules. All age groups in the Challenge cup will
play two (2) ten (10) minute overtime periods with golden goal.

Challenge Scheduling Leagues:
Discussion- Challenge scheduling league guidelines have been adopted. League boundaries could become an issue in the issue however teams have the right to choose what geographic area would best serve their needs. NCYSA encourages leagues to cross schedule matches in order to increase playing opportunities for teams that do not have anyone to play. Joe Pata (SCSA) suggested that NCYSA consider having a mandatory meeting for all scheduling leagues to brainstorm ways to increase challenge play around the state and discuss progress in their leagues as well as ideas for change.
New Business: CASL presentation on its Challenge Program. CASL would like to be able to include teams in Wake County area to their Challenge program without becoming a new scheduling league. Teams would still belong to their own organization and not register with CASL. They are not trying to start a new league to compete with Mid-State Scheduling league they would just like to be able to serve teams in the county that are not interested in traveling outside of Wake County for matches.
Proposal:
Motion that the following exceptions to the policy on Challenge
Scheduling Leagues be adopted: 1) Associations headquartered in Wake County be
permitted to enter their Challenge team in CASL’s scheduling league. 2) Durham
Chapel-Hill Strikers Soccer Club be permitted to enter its U-15 and older
Challenge teams in CASL’s Scheduling League. 3) The above exceptions will be
reviewed in the spring of 2006 for extension or termination at the end of such
term.

New Business- Increase in Registration Fee by One Dollar (Elmar Bolowich, NCYSA Director of Coaching and Player Development). Elmar Bolowich presented his proposal for a fee in increase for consideration by the BOD at the next AGM. The registration increase would allow for 60% of funds generated to be used at the recreation level for coaching education and free clinics and 40% of funds to assist the highest level of play, the Olympic Development Program. Overall Challenge Council members support this proposal but it addresses the needs of both the top and bottom levels of play.

Grant Underhill, VP Challenge, has resigned. NCYSA is currently looking to appoint a VP Challenge to serve until the January AGM. Mari Villalobos, Asst. Director Challenge, is also leaving NCYSA to pursue her education. NCYSA will be looking for someone to fill the Challenge position.

Challenge Cup Bids for the Fall Cup have been sent to all associations. The dates for the Fall Women’s Cup are 11/6-7 (preliminaries) and 11/13-14 (finals). All associations interested in bidding should carefully consider there responsibilities as outlined the Bid before submitting an application.
