Meeting Minutes

Challenge Council called to order by Grant Underhill, attendance taken, and a quorum established to conduct business.
Challenge State Cup/Seeding:
Report on Spring 2003 Cup- Mari Villalobos, Asst. Director Challenge reported that CSA/RCYSA, TCYSA, and ECSA hosted 220 teams in preliminaries. GYSA hosted the Final Four in conjunction with Snickers and Kepner Cup. This was the first ever-seeded NCYSA Challenge State Cup. Council expressed that the concept of seeding was much better than a blind draw and created more competitive soccer in the final rounds. There a few minor problems with seeding that were corrected before the start of the tournament. Overall, seeding raised the level of play and improved the quality of the tournament.
Bids to Host Fall Cup:
An announcement was made that Bids to Host the fall cup were now available. A motion
was made by Dave Clark, 2 nd by June Tutterrow for Greensboro Youth Soccer Association
to host the Challenge Cup finals with the Women’s ‘B’ Cup finals, and Recreation State
Cup Finals based on their three-year bid for “final four weekend”. The motion was passed,
unanimously, by council.
Let’s Get Legal:
Challenge Council brainstormed the definition of a scheduling league and put forth the
following; a scheduling league is any league that does inter/intra scheduling of NCYSA
challenge teams that is a member of NCYSA. There was discussion on whether or not
scheduling leagues should register teams and schedules matches. Overall council did not
feel this was a problem.
New Business:
Announcements- NCYSA will host 8 Free Youth Modules in NC. Bill Furjanic, NCYSA
Director of Coaching will present a proposal for 8v8 small-sided games to the BOD for
associations to vote on in July 2003.
Motion to Approve 11/3/02 meeting minutes was made by David Rich, 2 nd by James
Zeitler, t here was no discussion and the minutes were approved.
Charlotte Metro Soccer League Discussion- The CMSL would be a challenge scheduling group in the Charlotte Area that would take over the scheduling for the current scheduling league, CACYSL. The CMSL would have representatives from every association on the board. Joe Pata discussed the league’s membership dilemma with NCYSA. As a new group they would not be able to meet the September 1 st deadline for membership as passed by Challenge Council 11/3/03. Challenge council expressed that they would recommend a wavier of the deadline only if the scheduling league had the intention of becoming member of NCYSA. Stan Engle made a motion, 2 nd by Dave Clark for Challenge Council to recommend the Charlotte Metro Soccer League be given a waiver, of September 1, 2003, for associate membership based on section 7b of the NCYSA rules, as long as associate membership be approved by NCYSA by 12/31/03. The motion was passed by Challenge Council.
