Recreation Council Minutes

1.      Recreation District Review

Danny Sharpe gave a history of the formation of NCYSA Recreation Districts. Mr. Sharpe explained how the district map was drawn and the purpose and goals of Recreation Districts. Mr. Sharpe explained that each District set up a district council made up of presidents from each association in the district for the purpose working together.

        Tim Nash gave an update on the current state of Districts. Mr. Nash explained that NCYSA’s focus is now on providing NCYSA services to the clubs in a district. For more information on District Services, contact Tim Nash at 336-856-0063, or tim@ncsoccer.org

        Suggestion was made by RMYSA that district meetings be set up between the fall and spring season. Mike Baptiste of MYSA suggested that associations come up with lists of things with which they need help in preparation for District meetings.

        Suggestion was made that a District meeting be held at the Southern Soccer Show.

 

2.      Creating a State Cup bracket for 8v8 at U13 and above

Discussion was held on the possibility of creating an 8v8 bracket (in addition to an 11v11 bracket) at the Recreation State Cup for age groups U13 and above, the reason being that many associations and teams don’t have enough players to enter the State Cup at the ages that play 11v11.

        Mr. Tutterrow asked that each representative take the proposal back to their association presidents for input and the idea will be discussed at the next council meeting.

 

3.      Creating a State Cup Bracket for U8

Discussion was held on the possibility of creating a bracket for U8 at the State Cup. Suggestion was made that Regionalized District Jamborees be held that would include U8s. Mike Rottjakob from ABYSA explained how District 5 holds a Recreation Festival that averages 50 teams. It is held on one day. Teams play 3 shortened games so as not to exceed US Youth Soccer recommended playing limits. It includes a skills competition and clinics during the day.

Mr. Tutterrow suggested that representatives take the idea back to their club presidents for input and it would be discussed again at the next Rec Council meeting.

 

4.      Proposal to allow two guest players in the Recreation State Cup at U9, U10 and U11.

Motion made in 2005 by Mark Kreig of GYSA. Seconded by Shelly Snyder of YCSBC.

        Vote 17 for, 0 against

        MOTION PASSED UNANIMOUSLY. Two guest players will be allowed at U9, U10, and U11 in the Recreation State Cup, beginning with the 2006 Rec Cup.

 

5.      Proposal to have no offside in the Recreation State Cup at U9 and U10.

Motion made by Yvonne Scott of SGAA, seconded by Diane Sherrin of RVYSA.

Vote: 12 for, 5 against

MOTION PASSED. Offside will not be called at U9 and U10 at the Recreation State Cup.

 

6.      Discussion of moving the Recreation State Cup to a spring event instead of a fall event and awarding hosts on a three-year cycle

Discussion was held on the merits of playing the Rec State Cup in the spring as opposed to the fall and awarding Rec Cup hosts to hold the event on a three-year cycle instead of one year.

        Mr. Tutterrow asked the representatives to go back to associations and gete input for the next meeting

 

7.      Next Rec Council Meeting

Suggestions were made to hold the meeting on either Nov. 18, Dec. 2 or Dec. 9. A date and place will be announced shortly.
