The first link (08 Certification) is to start the process to become an entry level full referee and is for candidates who are at least 14 years old.

The second link (09 Certification) is to start the process to certify as a Recreational Referee which is a limited license to referee recreational soccer matches up to youth under-14 games and is primarily designed for persons between the ages of 13 and 15.
