Hosting a Sanctioned Tournament or Games

 

The US Adult Soccer Association requires all state sanctions leagues and entities interested in hosting a tournament or games to get permission from NCASA and USASA by completing an agreement and application.  The procedure is very simple and is a fantastic guide on how to host a highly successful tournament.

CONSIDERATION POINTS IN BEING GRANTED PERMISSION TO HOST

In consideration of permission being granted to hold a tournament or game(s), host organizations are held to the following points in the agreement:

1.       ABIDE BY THE RULES.  Abide by all statements made in the Application to Host a Tournament or Games, in the tournament invitation, in the tournament rules and in the United States Adult Soccer/Game Hosting Agreement.  Agree that all decisions regarding acceptance of teams into a tournament shall be fairly and impartially made and shall not be based upon race, creed, color or national origin.

2.       INVITATIONS.  The tournament approval form shall accompany all tournament distributed invitations .

3.       PROCURING LIABILITY INSURANCE.  Produce liability insurance coverage for the tournament through the US Adult Soccer office or other agency of at least the same coverage which names the Tournament Host and their volunteers, the National State Association with which the Host Organization is affiliated, US Adult Soccer, US Soccer and their officers and directors as additional insured.

4.       REQUIRING MEDICAL AUTHORIZATION.  Require teams and/or players under the age of 18 to provide notarized medical authorizations in a form adequate for use at the site of the tournament.  These authorizations shall be presented to the Host Organization at registration and kept at the field available for use by the team.

5.       ADVANCE PUBLICATION OF RULES.  Agree that tournament rules shall be included with the invitation sent to each team and shall, again, be published to all teams accepted, prior to the start of the tournament.

6.       CREDENTIALS CHECKS.  Agree that the tournament shall conduct credentials checks at registration, at the field prior to each game by a tournament official, or at both sites as required to ensure that all players are registered with US Adult Soccer or approved organizations, properly rostered with their team, and participating in accordance with representation set forth on the Application to Host a Tournament or Games.

7.       USE OF USSF REGISTERED REFEREES.  Agree that the tournament shall, in accordance with USSF Rule 3040, use only USSF registered referees, who are in good standing, for all tournament games, and shall utilize a one or three referee system.  There will be an adequate number of USSF registered referees available in the area during the tournament dates to cover the scheduled tournament games.  Selected an Assignor to assign referees for the tournament games:

8.       USE OF SPECTATOR LINES.  Agree to take appropriate steps including, where feasible, the use of spectator lines on each field to keep the spectators off the touch line.

9.       PROVISION OF ADEQUATE TOURNAMENT COMMUNICATION.  Agree to provide adequate communication between the game fields and the tournament headquarters. 

10.    AVAILABILITY OF POLICE AND RESCUE SERVICES.  Notify the local police, ambulance and emergency rescue services of the date(s) of the tournament and the times and fields which will be used for games, and have been advised by them that they will be available to render assistance if needed.

11.    TOURNAMENT RULES – BEHAVIOR.  Agree that the tournament rules contain provisions ensuring that the behavior of teams, players, coaches and spectators in appropriately controlled including specific provisions:

a.

which spell out the disciplinary measures to be imposed for the issuance of red and yellow cards or other improper conduct;

b.

which indicate what procedures will be followed regarding protests and appeals;

c.

which indicate that all disciplinary measures imposed by host organizations shall be limited to placing restrictions upon on individual’s group participation in the tournament;

d.

which states the issuance of all yellow and reds card and other matters involving the conduct of a team, its players, coaches or supporters will be recorded by the host organization and also reported immediately to the home state association and the home club/league except that all matters involving referee assault (or abuse) shall, in accordance with USSF Rule 3041, be referred immediately to the host state association; and

e.

which state that the home state association and the home club/league shall, except in the case of referee assault, have the responsibility for imposing, should circumstances warrant, additional sanctions within their respective jurisdictions with regard to any matters arising from the tournament.

12.    TOURNAMENT CANCELLATION.  Agree that the tournament rules shall state what refunds, if any, shall be made to participating teams if all or a portion of the tournament is canceled b the host organization for any reason.

13.    POST TOURNAMENT REPORT.  Agree that the tournament shall file a Tournament Report with the National State Association granting permission to host this tournament, within thirty (30) days after the conclusion of the tournament.  We understand that failure to file the report shall preclude the tournament host from receiving sanction for any tournament for the following seasonal years until the report is filed.  The Tournament Report shall include the following information:

a.

the number of teams participating in each age division;

b.

if a champion is determined, the name of the champion for each division;

c.

the number of teams from each National State Association or foreign country;

d.

if “Sportsmanship Awards” are given, the criteria for the award and to who awards were given;

e.

the number of fields used for the tournament

f.

the names of the sponsor(s), if any; and

g.

the names and teams of all players issued red and yellow cards, and details of any other matters involving the improper or unsporting like conduct of a team, its players, coaches or supporters.
