PROJECT: SOCCER
LICENSE PLATE
The President and Director of NC Adult Soccer,
Darius Ejlali and Diego Munoz, respectively
spent the day at the North Carolina General
Assembly visiting some friends of the game we
all love. After several introductions and
meetings, Senator Katie Dorsett and
Rep. Ty Harrell both agreed to serve as
primary sponsors for legislation that would
create a Soccer License Plate. Senator
Stan Bingham, Senator Harry Brown and
Rep. Grier Martin are also prepared to
support the legislation as co-sponsors.

On behalf
of the North Carolina Hall of Fame,
NCASA has been working diligently for
over a year to move the project from
concept stage to reality. In 2008,
NCASA was able to introduce the proposal
to the North Carolina General Assembly
thanks to the support of State
Senator Kay Hagan. Success was
found in the Senate, but the session
ended before it was introduced in the
House.
With
the election of Senator Kay Hagan to the
US Senate, NCASA has taken proactive
step to be ahead of the curve in 2009
with the proposal. Thanks to the
aforementioned legislators, the proposed
legislation is making its way through
the process for adoption at the
conclusion of this year's legislative
cycle.
The
North Carolina Department of
Transportation does require for a
minimum of 300 specialized plate
registrations to be collected by the
benefiting organization before the first
plate is produced.

Consequently, there will be an organized
effort launched in the near future to
promote the Soccer License Plate within
our Soccer Community, as well as
collecting Specialized Plate
Registrations and fees (held in escrow)
to turn over to NCDOT once the
legislations is adopted into law.
Revenue
derived from the Soccer License Plate
will be used by affiliated organizations
of the North Carolina Soccer Hall of
Fame, Inc., a

properly
registered and recognized 501.c.3 not
for profit organization, to fund
programs, events and facilities that
will further the growth, education and
recognition of soccer enthusiasts and
participants of all ages, as well as
coaches and referees.

Estimating over
70,000 registered soccer families in the State
of North Carolina, the North Carolina Soccer
Hall of Fame, Inc. is the only soccer entity in
North Carolina that represents soccer organizing
leadership for statewide youth and adult
participant associations, as well as statewide
referee and coaching associations, all of which
are not for profit entities.
North Carolina
Soccer Hall of Fame, Inc. projects that a
minimum 3% - 7% of the aforementioned registered
membership will register to receive a Soccer
License Plate, thus increasing total additional
revenues for the specialized license plate
program from $52,500 to $122,500 annually, 60%
of which is a direct benefit to the soccer
community of North Carolina. It is likely with
organized marketing efforts that the percentage
participation will be between 40%-60% thus
yielding $700,000 to $1,050,000, 60% of which is
a direct benefit to the soccer community of
North Carolina.
