2026–27 IFAB Law Changes

In effect August 21, 2026

NCYSA has issued guidance on two of this season’s changes. Hover a card for the detail, or open the full document.

Law 3

Substitution Protocol

IFAB now requires a player being substituted to leave the field within 10 seconds. NCYSA has amended how this applies in Classic play.

  • The referee starts the count only when a substitution is being unnecessarily delayed, whistling first and counting down visually with one raised hand.
  • If the exiting player does not clear the field in time, the incoming substitute waits and may enter only with the referee’s permission at the first stoppage after one minute has elapsed following the restart of play.
  • Injury, safety, and security situations are excepted.
  • Classic players exit at midfield or near their bench, so a substitution can reasonably take longer than 10 seconds without being considered an unnecessary delay.

Law 4

Accessories

The term “jewelry” is replaced by “accessories,” and what a player may wear has changed with it.

  • An accessory is permitted only if it is not dangerous and is safely and securely covered. Both conditions must be met.
  • Dangerous items must be removed entirely. Covering them is not an option.
  • NCYSA’s guidance is not an exhaustive list. Contact NCYSA for clarification if there is any uncertainty about a particular item.

If your team is currently playing for a member NCYSA Association, contact your President and/or Director of Coaching. They will provide the path for your team to enter the Classic League.

The Classic League is for NCYSA member teams only. For questions, please email Colby Morton.

Classic League schedules and standings are available on the NCYSA Classic League public site, where you can also access league documents and other important information.

Please email Colby Morton. She will assist you in verifying or correcting the score.

For player/coach/spectator misconduct pertaining to:

– Yellow/Red Cards — Send Offs — Sanctions for Cards (# of Game Sitouts) — Referee Abuse/Assault

Please have your Coach + Club Director/Administrator send an email to Colin Ashley, Discipline and Appeals Administrator.

For non-game related Classic League misconduct, please send an email to both Colin Ashley and Colby Morton.

As mentioned previously, inquiries should be made by the Team Coach AND Club DOC/ADMIN.
